It takes a certain kind of moment to send a British king to address the United States Congress, and this, apparently, is one of them.
King Charles arrived in Washington on Monday for a state visit that carries more diplomatic weight than most, arriving just days after a gunman opened fire at a public event, leaving a nation still raw with grief. The timing is, to put it gently, loaded.
The King is expected to address Congress on Tuesday in a speech that aides say will centre on the defence of democratic values, the enduring bond between Britain and the United States, and the importance of shared institutions at a time when both feel under pressure. It’s understood he will also offer a note of sympathy to the American people following Saturday’s attack, acknowledging the tragedy without wading into the political storm surrounding it.
Royal officials have been careful to frame this as a unifying visit rather than a political one. Charles, as constitutional monarch, doesn’t do policy. But the symbolism of a king standing before Congress to champion democracy is hard to miss, and almost certainly intentional.
The relationship between the Crown and Capitol Hill has its own peculiar history. The last British monarch to address a joint session of Congress was Queen Elizabeth II, who did so in 1991. That visit came in the aftermath of the Gulf War, another moment when the transatlantic alliance needed visible reinforcement.
Charles has long positioned himself as a figure for reconciliation and common cause, whether on climate, community, or now, it seems, constitutional norms. His speech is expected to draw on decades of his own public service as a thread connecting old alliances with present anxieties.
Whether a royal address to Congress actually moves the needle on anything is, of course, a fair question. Soft power has its limits.
But there’s something to be said for showing up. For standing at a podium and saying, plainly, that some things are worth defending. Whether Washington, currently rather preoccupied with itself, is in the mood to listen is another matter entirely.
